The Constitution, proclaimed on October 1st 2024, is the backbone of the Vinnish society. It sets the legislative framework of the country and guarantee the citizens both their most fundamental freedoms and a democratic model in which they can actively engage.

The Constitution is the Supreme law of the country and no laws nor citizens shall be above it.
The Republic of Vinland is a sovereign, democratic, and pacifist State led by the President.
Is citizen all people born on the soil of the Republic, or all people born from at least one parent citizen, or all people to have been naturalized in accordance with state law.
All citizens are equals to the eyes of the State, regardless of their gender identity, religious beliefs, or ethnicity.
The State guarantees the freedom of thought, the freedom of worship, the freedom of press, and the freedom of association to all the people within its realm.
These freedoms shall know no limits as long as their expression does not threaten the security of the public, nor the integrity of the State.
The State guarantees the inalienable right to get a safe abortion within its realm.
The State guarantees the right for all people within its realm to have a fair trial, and protection from all forms of physical and psychological abuses.
All citizens aged sixteen or older are allowed to participate in the exercise of political power by casting their votes.
All citizens aged seventeen or older, and who have been naturalized for at least four months, are also allowed to participate in the exercise of political power by holding official positions, or drafting legislations, provided the citizen did not break any of the Vinnish laws.
The citizens shall assemble within the Legislative Assembly to debate and vote the laws for the Republic of Vinland under the supervision of the President.
All citizens fitting the criteria of article seven are allowed to propose amendments to the bills, which shall all be debated before the final vote.
All citizens fitting the criteria previously detailed in the article seven are allowed to propose bills to the Legislative Assembly.
The Legislative Assembly retains the power to amend Presidential Decrees and Legislation through a dedicated bill.
Once a bill is proposed, all citizens part of the Legislative Assembly can propose amendments to the bill within four days after its submission.
All amendments must be debated by the Council and require a majority of the expressed votes to be incorporated into the bill.
Once all amendments have been debated, the text will be submitted to the Legislative Assembly’s vote, and will require a majority of the expressed votes to be signed into law by the President.
If the bill does not meet the required number of votes, a second seven days phase will be open to amend it following the dispositions of articles ten & eleven.
If the bill does not pass the Legislative Assembly’s vote a second time, the text will be definitely discarded.
The President is the head of the Republic of Vinland. Their mission includes to lead the Vinnish Foreign Policy, ensure the protection of the State, and the integrity of the institutions.
The President has the right to propose bills and cast their vote during the Legislative Assembly’s sessions.
The President is appointed for an undetermined period of time by its predecessor.
The President may pass a new bill into law through Executive Order. In such cases, the law became effective immediately.
The President of the Republic shall not be impeached from office on any basis other than a breach of his duties patently incompatible with his continuing in office.
Such removal from office shall be proclaimed by the citizens sitting in an Extraordinary Session for Impeachment.
In order to summon an Extraordinary Session for Impeachment, at least two tenths of the citizens shall sign a common official request for summoning.
During this extraordinary session, all citizens are ought to attend, and shall cast a vote, unless another emergency puts them in the impossibility to attend. The citizens at the origin of the summoning, shall detail the rationale justifying the summoning.
In order for the impeachment to become effective, it shall receive at least two-thirds of the expressed votes.
If the Impeachment is approved, the President shall have a delay of up to twenty days to organize public presidential elections.
During this period of transition, the President shall not conclude any foreign affairs, nor should they try to interfere with the elections’ result.
Every seven years, a grand audit of the President shall be conducted by the Legislative Assembly, assessing the capacities and efficiency of the incumbent President.
At the end of the audit, the Legislative Assembly shall decide whether they shall renew the President’s term for another seven years, or whether they shall organize presidential elections.
In all circumstances, the presidential elections ought to be held through direct universal suffrage in a two round election.
Only the two candidates with the two highest votes in favor are allowed to access the second round, unless a candidate receives the majority of the expressed ballot in which case they can be elected on the first round.
The Justice system of the Republic of Vinland is led by the Chief Justice.
The Chief Justice is Appointed for a renewable three years term by the President.
The Chief Justice has a duty of neutrality, henceforth, they shall not be part of the Legislative Assembly during their term.
The Chief Justice is in charge of ensuring the rights of the citizens to a fair trial.
They are in charge of controlling the judges, and allowed to act as one, provided that their involvement would not lead to a conflict of interest, or if no other judge is available to rule the case.
Their office’s priority shall remain to act as prosecutor in cases in which the State is involved.
The Chief Justice is allowed to suspend judges who are thought to break the law, in such cases an audit by the Legislative Assembly will be conducted to assess if they shall discharge the suspended judge.
At the end of their term, the Legislative Assembly shall conduct an audit and assess the effects of the Chief Justice’s term.
Audit can be conducted earlier if deemed necessary by the Legislative Assembly to assess the integrity of the Chief Justice.
If the Chief Justice is found guilty of infringing the Constitution, they shall be immediately removed from Office, and a new Chief Justice shall be appointed.
If an individual considers that their rights have been attacked within the realm of the Republic of Vinland, they shall immediately notify the Chief Justice’s office.
In case of appeals, the Chief Justice’s Office has the final word in all legal matters within the Republic of Vinland.
